　　After a five-month stalemate, theUnited States and North Korea final-ly surmounted the first obstacle inthe“action for action” phase inresolving the latter"s nuclear issue.
　　Following the release of frozen NorthKorean bank accounts in Macao"s BancoDelta Asia (BDA),South Korea began toship the 50,000 tons of heavy fuel oil it hadpromised to North Korea and planned tocomplete the shipment in 20 days. Threedays later on July 15. North Korea con-firmed that it had shut down the Yongbyonnuclear facility. The International AtomicEnergy Agency (IAEA)later verified theclosure.
