近日，青島迎來(lái)了亞洲合作對(duì)話（ACD）第三次外長(zhǎng)會(huì)議。自2002年舉辦亞洲合作對(duì)話第一次外長(zhǎng)會(huì)議以來(lái)，該活動(dòng)引起了國(guó)際上的廣泛關(guān)注，現(xiàn)已有中國(guó)等22個(gè)亞洲國(guó)家參加。中國(guó)總理溫家寶、泰國(guó)總理他信和亞洲22國(guó)外長(zhǎng)或高官出席了本次會(huì)議，東盟秘書長(zhǎng)及阿聯(lián)酋的代表列席了會(huì)議。會(huì)議通過(guò)了《亞洲合作宣言》和《青島倡議》。中國(guó)――東盟外長(zhǎng)非正式會(huì)議、中日韓三方委員會(huì)首次會(huì)議以及亞洲合作對(duì)話高層論壇等國(guó)際會(huì)議也同期在青島召開(kāi)。
　　6月22日的開(kāi)幕式由中國(guó)外交部長(zhǎng)李肇星主持。溫家寶總理作了題為《共同推進(jìn)新世紀(jì)的亞洲合作》的重要講話，提出加強(qiáng)亞洲國(guó)家之間合作的五條建議，主要包括：一是堅(jiān)持和平共處五項(xiàng)原則，維護(hù)亞洲的和平與穩(wěn)定；二是以經(jīng)貿(mào)合作為先導(dǎo)，推進(jìn)亞洲全面合作；三是立足現(xiàn)有的多邊合作渠道，完善亞洲合作機(jī)制；四是加強(qiáng)亞洲各國(guó)的民間交往，增進(jìn)相互了解、信任和友誼；五是堅(jiān)持開(kāi)放包容、兼收并蓄，提高亞洲合作水平。
　　溫家寶總理說(shuō)，亞洲國(guó)家地理相連，交流與合作歷史悠久。今天，經(jīng)濟(jì)全球化和地區(qū)一體化加速發(fā)展，我們的利益更加緊密地聯(lián)系在一起。亞洲國(guó)家只有加強(qiáng)合作，才能抓住機(jī)遇、化解挑戰(zhàn)，實(shí)現(xiàn)更大的發(fā)展。亞洲的發(fā)展，將為世界和平與繁榮作出貢獻(xiàn)。溫家寶總理表示，亞洲合作對(duì)話成立兩年以來(lái)，確定了十多個(gè)合作領(lǐng)域，推動(dòng)了亞洲國(guó)家間的務(wù)實(shí)合作，更為重要的是，通過(guò)參與這一機(jī)制，亞洲國(guó)家相互認(rèn)同感和整體意識(shí)明顯加強(qiáng)，為亞洲開(kāi)展更為廣泛的合作奠定了堅(jiān)實(shí)的基礎(chǔ)。溫家寶總理認(rèn)為，作為亞洲一員，中國(guó)的發(fā)展與亞洲國(guó)家息息相關(guān)。中國(guó)愿與亞洲國(guó)家加強(qiáng)合作，實(shí)現(xiàn)共同繁榮和發(fā)展。
　　亞洲合作對(duì)話會(huì)議首次在中國(guó)山東舉辦，這是山東省歷史上舉辦的規(guī)模最大、層次最高、活動(dòng)最密集的外事活動(dòng)。在外交部、省、市有關(guān)部門的通力合作下，會(huì)議獲得圓滿成功。通過(guò)此次活動(dòng)成功舉辦，進(jìn)一步提升了山東省的形象和國(guó)際知名度，為今后山東省擴(kuò)大與亞洲各國(guó)的實(shí)質(zhì)性合作創(chuàng)造了良機(jī)。
　　
　　On June 21 and 22, 2004, the Third Asian Cooperation Dialogue (ACD)
　　Foreign Ministers’ Meeting was convened in Qingdao, China. Ever since the First ACD Foreign Ministers’ Meeting was convened in 2002, it has attracted extensive attention all over the world. At present, 22 Asian countries, including China, are members of this organization.
　　Wen Jiabao, Premier of the State Council of China, Prime Minister Thaksin of Thailand, and foreign ministers from 19 of the 22 member countries of the ACD were present at the meeting convened in Qingdao, with the remaining three being represented by heads of delegation.
　　The event concluded with the adoption of two documents, the “Declaration on Asian Cooperation” and the “Qingdao Initiative” which promulgates cooperation in the energy sector. The secretary general of the Association of Southeast Asian Nations (ASEAN) and a deputy from the United Arab Emirates attended the meeting as non-voting delegates. Concurrently, the unofficial China-ASEAN Foreign Ministers’ Meeting, a special meeting of China, Japan, and South Korea, and a Forum of High-level Dialogues of Asian Cooperation were convened in Qingdao.
　　
　　On June 22, Mr. Li Zhaoxing, minister of the Foreign Affairs of China, chaired the opening ceremony, after which Premier Wen Jiabao presented a speech entitled Jointly Promoting Asian Cooperation in the New Century, in which he proposed five suggestions concerning cooperation among the Asian countries: (1) adhering to the Five Principals of Peaceful Coexistence to maintain the peace and stability of Asia; (2) adhering to the leading role of economic and trade cooperation to promote full cooperation in Asia; (3) utilizing existing multilateral cooperation channels to improve Asian cooperation; (4) strengthening non-governmental exchanges among Asian countries to increase mutual understanding, trust and friendship; (5) adhering to policies of “opening up” and the Confucian virtue of “tolerance,” while incorporating things of diverse nature, to promote the level of cooperation within Asia.
　　Premier Wen Jiabao said: “The diverse countries of Asia are connected geographically and already have a time-honored history of exchanges and cooperation. Today, the rapid development of economic globalization and regional integration has made our national interests closely linked together. Only through strengthening cooperation can the Asian countries grasp the opportunities and deal with the challenges to realize the further development of Asia, which, in turn, will make great contributions to world peace and prosperity.”
　　
　　Premier Wen Jiabao also stated: “During the two years since the ACD was established, more than ten areas of cooperation have been affirmed, and all of these have promoted practical cooperation among Asian countries. What is even more important is that through participating in these processes the sense of mutual identity and integrated consciousness among the Asian countries have been remarkably intensified, and this has laid a solid foundation for even more extensive cooperation within Asia.”
　　As an Asian, Premier Wen Jiabao thinks that the development of China is closely related to that of other Asian countries. Consequently, China would like to strengthen its partnerships with its neighbors in order to realize joint prosperity and development.
