[摘要] “積極發(fā)展繼續(xù)教育，完善終身教育體系”的中心思想在黨的十八大報(bào)告中被明確提出，在此思想的引導(dǎo)下，終身教育的理念已經(jīng)深入到我國各行各業(yè)。在終身教育背景下，成人高等教育迅速發(fā)展形成了多層次、多形式、多方位的辦學(xué)體系，且此體系作為高等教育的有機(jī)組成部分相對完整。然而，成人高等教育的發(fā)展隨著信息時(shí)代的進(jìn)步，社會群體對知識需求的多樣渴望，及教育模式的多樣變化，出現(xiàn)了體制單一、生源萎縮、辦學(xué)理念陳舊、發(fā)展緩慢等問題，這些問題使得成人高等教育的發(fā)展停滯不前，無法緊跟時(shí)代的腳步。終身學(xué)習(xí)是建設(shè)學(xué)習(xí)型社會的基石，然而“終身教育”這一戰(zhàn)略之所以可以持久發(fā)展，成人高等教育工作的建設(shè)與發(fā)展是不可或缺的環(huán)節(jié)。因此，加強(qiáng)成人高等教育建設(shè)與發(fā)展研究，具有重要的現(xiàn)實(shí)意義。

　　[Abstract] As the highest stage of adult education， adult higher education has made an indelible contribution in the process of social and economic development. The idea of “actively developing continuing education and perfecting lifelong education system” has been clearly put forward in the report of the 18th national congress of CPC. Under the guidance of this ideology， the concept of lifelong education has penetrated into all walks of life in China. Under the background of lifelong education， adult higher education has developed rapidly， forming a multi-level， multiform and multi-directional school running system， and this system is relatively integral as an organic part of higher education. However， the development of information on the progress of the times， society’s demand for knowledge and diverse variety of desire， and the mode of education， the adult higher education has come across the problems of a single system， the reduction of students， obsolete school idea， slow development， these problems make the development of adult higher education stagnant， cannot keep pace with the time. Lifelong learning is the cornerstone of the construction of a learning society. However， the “l(fā)ifelong education” strategy can develop for a long time， and the construction and development of adult higher education is an indispensable part. Therefore， it is of great practical significance to strengthen the study of the construction and development of adult higher education.

　　具有提高全民族素質(zhì)，促進(jìn)經(jīng)濟(jì)和社會發(fā)展的成人高等教育作為我國高等教育的重要組成部分，一種新型教育制度，推動傳統(tǒng)學(xué)校教育向終身教育發(fā)展。成人高等教育的發(fā)展為我國完善終身教育體系，建設(shè)學(xué)習(xí)型社會提供必要條件[1]。然而，成人高等教育具有任何事物都有的一般屬性——兩面性，在其發(fā)展中既取得一定的成果，又出現(xiàn)一些問題，這些問題阻礙了成人高等教育發(fā)展的進(jìn)程，且無法緊跟時(shí)代腳步。
　　1 成人高等教育的現(xiàn)狀
　　1.1 生源數(shù)量呈現(xiàn)萎縮，生源質(zhì)量逐年下降
　　專業(yè)技術(shù)人員、高中畢業(yè)生、企業(yè)在崗員工、社會待業(yè)青年和農(nóng)民工、下崗工人、在職專業(yè)人員和管理人員、社區(qū)居民都是成人高等教育的主要生源。成人高等教育作為學(xué)歷補(bǔ)償教育，經(jīng)歷30多年的學(xué)歷補(bǔ)償，學(xué)歷提升，其基本任務(wù)已完成。社會在崗從業(yè)者學(xué)歷大部分基本達(dá)標(biāo)，然而普通高校的擴(kuò)招，對我國的成人高等教育產(chǎn)生了巨大的沖擊，高中畢業(yè)生考取大學(xué)的可能性徒然增加，普通高考報(bào)考年齡限定被放寬，往屆落榜生和社會上成人均有多次機(jī)會參加高考，在這種教育形勢下，使成人高等教育生源大幅度減少，學(xué)員素質(zhì)大大下降。
